Amar Singh arrested, sent to Tihar in cash-for-votes case

Rajya Sabha MP Amar Singh has been arrested and sent to Tihar Jail, after a Delhi court turned down his plea for bail in the cash-for-votes scam during the July 2008 trust vote in Parliament.

In July 2008, the Left pulled out of Dr Manmohan Singh's government over a civil nuclear deal with America. Hours before Dr Singh's trust vote on July 22, three BJP MPs appeared in the Lok Sabha waving bundles of cash that they said added upto one crore. The MPs - Ashok Argal, Faggan Singh Kulaste and Mahavir Bhagora - said the money had been offered to them by Mr Singh's associates if they promised to abstain during the vote.

After its investigation, the Delhi Police says that Mr Singh came up with the plan to buy the MP's votes; it has however failed to explain why Mr Singh wanted to orchestrate this illicit support for the UPA government, to which his party provided external support, voting with it on major legislation. Mr Singh's secretary, Sanjeev Saxena, has been arrested for handing over the money to the MPs. So has Sohail Hindustani, who claims he used to be a BJP youth activist and helped handle the transaction between Mr Singh and the trio of MPs.

The MPs had reportedly been offered three crores each; one crore was given to them ahead of the vote as an advance. The Supreme Court which is supervising the police inquiry has said it is critical for the police to now establish the source of the funds.

Mr Singh has denied all charges against him. Sources in the police say that given his considerable political influence, they preferred for the court to order his arrest, rather than acting on their own initiative. The evidence against him includes detailed phone records which show Mr Saxena calling him repeatedly in the hours before the trust vote. A car owned by Mr Singh also delivered the money to the MPs.

Amar Singh entered the Tis Hazari court around 12.35 p.m., surprising the media and the court staff, including Judge Sangita Dhingra Sehgal.

Special Judge Sangita Dhingra Sehgal sent Amar Singh as well as Fagan Singh Kulaste and Mahavir Singh Bhagora to judicial custody till Sep 19.

Amar Singh, who had earlier through his counsel sought exemption from attending the court on medical grounds, appeared before Special Judge Sangita Dhingra Sehgal armed with all his medical reports.

Making a fervent plea to the court to grant him bail on medical grounds, 55-year-old Singh said that he has only recently undergone kidney transplant at Singapore and requires intensive round the clock medicare.

Personally arguing his case for over five minutes, he said he has also developed infection in his urinary tract for which he has to visit Singapore for tests every three months, besides being in constant touch with doctors.

"I lost my kidneys and I am now living on borrowed kidneys. There are hazards of being in public life and there is infection in my urinary track which is dangerous for my borrowed kidney," said Singh.

"I was having (health) problems since yesterday. I have faith in judiciary and in the Constitution. I was treated in Mt. Elizabeth Hospital in Singapore and have to travel every three months (for medical check ups)," said Singh, pleading to the court to take note of his health condition.
